You either put ice or bottles of water that are frozen into the ice chest. You also fill the chest with water, and the little pump will pump water up to that The reason normal a/c units generate heat is because they have to do something to the freon to make it cold.
I had a similar one i built back in the 1990's. my car had no AC and i was a security guard. I was assigned to a place that had me sitting in my car for hours on end anyway, and I would not have wanted to waste the gas to let the engine idle for all those hours. I took a cooler, popped a couple holes in it, and then fanned air in one hole and moderately cool air came out the other. it wasnt the greatest, but certainly helped on these Florida summer nights.
