I saw this a while ago, and after thinking about it, it might not be as ludicrous as it appears at first glance. What I want to know is: is there a "gear ratio" between the treadmill and the road, and it is variable? It could mean a better workout on flat paths, if it gets your legs working harder, and if it's variable, it may make tackling hills less of a chore.
I'm quite a powerful guy, but I find jogging alone stressful, because I can get the speed up, but can't keep it up. It seems to strain the joints in a strange way that I don't get on a treadmill, far less other exercise types. It's annoying if you're trying to exercise to lose weight, but your weight is preventing you from exercising effectively, and this thing might address that problem. I still wouldn't pay for something like this, though!

Oh god...for that, I better walk.
This thing is really funny and interesting. People will surely enjoy this kind of treadmill.
I found the blog very interesting. And very ridiculous.
