That is much closer to 1996 than 1998.

In late 1998 I had broadband that downloaded at 2MBPS and uploaded about 512kb, was already using Firefox and was playing Half-Life on my custom built PC which had a 400 MHz Pentium II Xeon processor, 512mb of ram, and a state of the art 32mb Nvidia TNT2 graphics card.
